Tian Tong Laws
The three foundational laws issued at the empire's founding — the institutional bedrock of equality and lasting stability in the Tian Tong Golden Age.
Article I · Abolish Class: Erase the divide between Gods and Demons forever; all people are Spirits, equal before the law. This abolished the Shen Dynasty's old caste system based on bloodline, and was the direct spark behind You Ming and Heibai Wuchang's falling-out.
Article II · Low Taxes: Implement the 10% fixed tax, ban all surcharges forever; lighten corvée and taxes to let the people recover. Aimed at the crushing levies of the late Shen Dynasty, this was a key reason the population rallied quickly to Genyuu.
Article III · Meritocracy: Establish the Spirit Political Academy and schools; appoint officials by talent alone, regardless of origin or race. Implemented by founding dean Mo Chen, it broke centuries of hereditary privilege and formed the institutional bedrock of the Tian Tong Golden Age's stability.
